Start time is in non-drop timecode as appropriate for the segment (as determined by the video) and is relative to the start of segment.
Duration and Select End Time are in non-drop timecode as appropriate for the segment (as determined by the video) and are relative to the start of highlight.
Color refers to the PGC CLUT, values are 1 to 16, order is E2 E1 Pa Bg
Contr specifies the transparency, 0=transparent, 15=opaque, order is E2 E1 Pa Bg
